Assistance to IDPs & CAR Refugees in Chad

The humanitarian situation in Chad has mostly been generated by the worsening security situation in Sudan`s Darfur region, continued insecurity in Central African Republic (CAR), and increasing internal instability due to activities by armed groups and inter-ethnic tensions. Since 2003, Chad has sheltered 265,000 Sudanese refugees in the east and 58,000 Central African refugees in the south, whilst internal conflicts have caused the internal displacement of 180,000 Chadians in the east. Since the ACT response started in 2007, humanitarian needs have increased but the delivery of assistance has been impeded by deteriorating security situation making it difficult to carry out all the planned activities in the two previous appeals for Chad. During the first ten months of 2008 there were 124 security incidents reported against humanitarian organisations in the east, of which 47 were against UN agencies and 77 against NGOs. Although insecurity meant that humanitarian actors had less access to beneficiaries in many areas, with occasions when operations had to be interrupted, the ACT response has benefited over 56,557 people in 2008. Lives have been saved and the vulnerabilities of many have been reduced. The situation in the 2 regions where ACT member the Lutheran World Federation operates remains critical. Increased violence, difficulties in accessing people in need, and the regular depletion of natural resources like water and firewood are significant factors which risk making the populations more vulnerable.
However, because of continuing insecurity in Sudan and CAR, the return of refugees in 2009 is not likely as more refugees are currently seeking shelter in Chad especially in the South. The east could also witness new population displacements. This ACT appeal for 2009 will continue to focus on emergency relief needs, emphasising self sufficiency and developing the local capacities of people affected by insecurity (internally displaced, refugees and hosting communities). To implement the activities, this appeal calls for the amount USD 3,133,918.
