Appeal
Target: US$ 6,001,199 After fourteen
years of civil war the growth and development of Liberia is presently
non-existent and the country remains in a state of stagnation. Approximately
85% of the physical infrastructure has been completely destroyed, looted,
or abandoned. Now that peace has come to Liberia and almost 15,000 UN
Peacekeepers have arrived, Liberia has an opportunity to a better future.
The present living
conditions in Liberia are generally deplorable, but for those who have
been forced to flee from their homes life is almost impossible. Living
conditions in the various displacement centres are difficult at best
and the inhabitants are totally dependent on the humanitarian community
for the most basic assistance. However, those living in the camps are
ready to leave and return to their homes of origin immediately if they
can be assured of some support such as food, water and sanitation as
well as assistance with community infrastructure support systems, seeds
and tools for agriculture during the first few months enabling them
to restart their lives. This revision includes
a proposal by the Lutheran World Federation, Department for World
Service Liberia (LWF /DWS Liberia). The proposal is a follow-up
of the LWF project in the AFLR 31, which was extended until 30 June
2004, but due to insufficient funding, was closed on 30 April 2004.
The proposal covers transitional activities which will assist the return
of displaced persons, ex-combatants and Liberian refugees to their original
homes putting emphasis on Training of Trainers to ensure that there
are trained persons returning to their original communities and who
will be empowered to engage in community peace building and reconciliation,
trauma healing, protection and advocacy issues. Activities included
are: community infrastructure repairs, family shelter construction for
the vulnerable, provision of agriculture seeds and tools, food and non-food
items, water and sanitation, formal and non-formal education and local
capacity building. Please note that
for the sake of brevity this revision includes the LWF/DWS proposal
only. For the other proposals by ACT members in Liberia please refer
to the original appeal and revision one issued on 11 March and 28 May
